Since the name of the game when playing this deck is Shields, this starting hand will be able to make sure that you get layers upon layers of protection to last your duels. It will also provide you with all the dice you can spare for use in other actions.
Tenacity of the Millelith is a marvel when it comes tank builds. Apart from providing 2 Shield points at the start of every phase, it will also create one Elemental die that matches the character it's attached to everytime they get hit!
We called this a Tank Deck for a reason: it's nigh impenetrable, and when it hits, it hits hard. The speciality of this deck is the fact that it can withstand even the most powerful blows due to its Shield stacks.
The goal for this deck is essentially to build a fortress. In order to do that, proper dice management and cards are crucial.

Your first roll might not align with your characters, so the best thing you can do is either set up your Support Cards, equip any necessary Equipment Cards, and invest in stocking up on usable dice, or you can buy yourself time.
If you have enough dice to use, you can set up your shields ahead of time and play your Supports along the way as you go about the duel.

Start with Zhongli. If there's not enough Geo dice for you to use, play The Bestest Travel Companion to transform 2 dice into Omni-Element Dice. Then, play Dominance of Earth and set up his shield to negate as much incoming DMG as possible, buying you time.
You should have at least 3 dice left. If you can use Elemental Tuning or any other means to make 3 aligned dice, do so and play the Paimon card to prepare for the next rounds.

The following rounds is where you finally unleash your attacks. You can either swap to Noelle or Itto for this, but for the sake of easy access to Elemental Burst, we recommend Noelle while Itto remains on standby.
It would also be great if you could play two Millelith sets and equip them both on Noelle and Itto. That way, you can reinforce your fortress and last longer. Once your Energy charges are full, unleash your Burst and wail on your opponents one by one!

I Got Your Back will enable Noelle's healing capabilities and keep the party alive while destroying opponents along the way. Even with layer of shields up, your party is not invulnerable to DMG.
Should your HP fall under a certain threshold, it will be a great idea to have this card in your hand. To keep her Burst up, you can play Calx's Arts and give her the Energy she needs to do so.

Boss cards like the ones above boasts high HP and and powerful attacks that can take your party down rather quickly. You will want to negate as much DMG as possible while dealing powerful strikes of your own to go head to head with them.
This deck is also a good choice when going up against elemental opponents like Rhodeia, considering that her duel will have Hydro constantly applied to everyone, including herself. The Crystalize reaction will be able to provide an extra layer of protection.
This deck excels in weathering through heavy blows and powerful opponents, and is extremely ideal for going up against bosses and starting Tavern Challenges.
However, due to its slow pacing, it might be challenging to go up against cards that focus on multi-targeting and dealing Piercing DMG. When using this deck, it's best to focus on keeping your shields up and taking foes down one at a time.

Another thing to take note about shields is that they only follow the active character, rendering standby characters vulnerable to DMG. With this in mind, the best thing to do to circumvent this is to rely on multi-targeting tactics like Electro-Charged.
The deck above is perfect for not only providing Electro-Charged support, but also providing severe Piercing DMG through Keqing's Elemental Burst. Thanks to the Raiden Shogun, access to her Burst will be a walk in the park.

Another way of triggering Piercing DMG is through Superconduct, which bolsters Cryo DMG while dealing DMG to surrounding opponents. For this, summoning Oz with Fischl and the Talisman Spirit with Shenhe will do nicely.
Ganyu's Charged ATK is a great way of achieving, but pair that up with Fischl's Elemental Skill and Shenhe's Cryo DMG buff, you will be able to take down the fortress without breaking a sweat.
