For anyone whos looking for bitter pufferfish, they also spawn in one of the new fishing locations in the underground waterways in the Chasm (this list hasn't been updated yet).
Yes, there's 2 spawn times: day and night, switching at 6am and pm respectively. Pufferfish spawn day and night. They can spawn after fishing other fish and when the day/night cycle switches
I thought I remembered seeing them at night too, but I recently saw some fish vanish, and then two bitter pufferfish appeared with a few other fish that weren't there before. This happened at exactly 06:00. It always works that way for me now. Just change the time to 6 if you don't see them.
That is not true, they appear in both day and night pools
It's not anytime. Based on my experience, it only appears during daytime.
