Furthermore, sets should be ranked by their 4-piece bonus utlity, rather than their availability, as the value of the set should be as a whole, and each 4-piece bonus is unique. With this in mind, Emblem, Tenacity, NO, and VV are clear winners, and most likely, any given team will have one to four of these complete sets in its rotation, depending on whether you're aiming for an ER bonus, ATK bonus, or resistance shred. Deepwood Memories can also be added to the list.
How are these selected? A bit unclear why Gladiators is at all superior to Emblem of Severed Fate or even Shimenawa's, when it's arguably more difficult to farm and its secondary is likely inferior for most characters. Pale Flame / Bloodstained seems a bit backwards, as well. Overall, I think it makes more sense to rank the sets by global utility per amount of characters / teams (ie, how many characters prefer EoSF over NO?)
