After completing The Hunt for Bubbul Gems! and receiving the Bokoblin Mask go to Tarrey Town and talk to Kilton. He will point out where Koltin is who is near Ulri Mountain Skyview Tower. Go to Koltin's location and talk to him.
You need to purchase the items before this one from him first before getting the option to purchase this armor for 4 Bubbul Gems.
In total, you will need 28 Bubbul Gems to acquire this piece of armor.
