After completing The Hunt for Bubbul Gems! and receiving the Bokoblin Mask go to Tarrey Town and talk to Kilton. He will point out where Koltin is who is near Ulri Mountain Skyview Tower. Go to Koltin's location and talk to him.
You need to purchase the items before this one from him first before getting the option to purchase this armor for 4 Bubbul Gems.
In total, you will need 20 Bubbul Gems to acquire this piece of armor.

Rebuy from Cece for 4000 Rupees
You can rebuy the Mystic Trousers from Cece in Hateno Village for 4000 Rupees after obtaining the armor beforehand in the game.
You must complete The Mayoral Election Side Adventure first before you can access Cece's shop, the Ventest Clothing Store.
