How to Get the Tingle's Hood
Found in Chest Behind the Light Puzzle in Statue of the Eighth Heroine

Finish Misko's Treasure: Heroines Manuscript
This armor can be unlocked through the quest Misko's Treasure: Heroines Manuscript. To unlock this quest, you need to talk to Domidak and Prissen after completing the Misko's Cave of Chests side quest.
They can be found outside of Cephla Lake Cave, talking about Misko's old manuscripts. They will sell you the information for 100 Rupees. Accept the deal to unlock the side quest.
Open the Gate to the Statue of the Eighth Heroine
This quest will require you to go to the Statue of the Eighth Heroine. You will need to use a Zonai Mirror to reflect light on the giant green lever on the statue to open the gate.
The Statue of the Eighth Heroine is located in the Gerudo Highlands, around the area of Hemaar's Descent. From the Cephla Lake Cave, travel across Hyrule towards the southwestern part of the map.

Trade 400 Poes at Bargainer Statues
You can buy the Tingle's Hood for 400 Poes from a Bargainer Statue in the Depths after getting the armor first in-game.
