Activate the Eldin Canyon Skyview Tower to See Goron City

Go to Goron City. Activate the Eldin Canyon Skyview Tower to easily spot Goron City on the map.

The Main Quest Regional Phenomena will also mark the location of Goron City once you start the quest.
Regional Phenomena Walkthrough

Go to YunoboCo HQ South Cave

Exit the city and go to the north, specifically at 1715, 2696, 0399. Enter the cave and you will discover YunoboCo HQ South Cave.

The cave has hot temperature so make sure to equip armor with Flame Guard such as the Flamebreaker Set to protect yourself from the heat.

Defeat the Enemies Inside and Build a Vehicle

Inside you will encounter a Horriblin and Blue Horriblin on the ceiling. Defeat all of them.

You will see a breakable wall within the cave. Break it using any hammer-type weapon or Bomb Flowers. Inside the wall, you will see a vehicle parts.

Build the vehicle using Ultrahand and use it to cross the pool of lava to get to the other side. Open the chest to receive the armor.

Rebuy from Cece for 4000 Rupees

You can rebuy the Ember Headdress from Cece in Hateno Village for 4000 Rupees after obtaining the armor beforehand in the game.

You must complete The Mayoral Election Side Adventure first before you can access Cece's shop, the Ventest Clothing Store.
