From the Rospro Pass Skyview Tower, head north and enter the cave in Lake Kilsie.
Rospro Pass Skyview Tower Location and How to Unlock
Follow the path and head deeper into the cave until you reach a large room with a geyser in the middle.
Use the updraft from the geyser with your paraglider to reach the Cracked Rocks above you.
Destroy the rocks by fusing a Bomb Flower on your arrow. Enter the new path to get the Frostbite Headdress.
You can rebuy the Frostbite Headdress from Cece in Hateno Village for 4000 Rupees after obtaining the armor beforehand in the game.
You must complete The Mayoral Election Side Adventure first before you can access Cece's shop, the Ventest Clothing Store.

Equipping the Frostbite Headdress will grant you the effect: Cold Weather Attack.
