Go to the depths of Tingel Island to reach the Tingel Island Chasm. From here, head south and follow a series of tunnels where you need to break a couple of Cracked Rocks.
At the end of the cave, open the chest in the middle to obtain the Cap of the Wind.

The Cap of the Wind can also be obtained by scanning the ToonLink (Wind Waker) amiibo! This lets you get this piece of armor right away instead of having to find it in the game itself.
Scan an amiibo by making sure amiibo scanning is enabled in the Options Menu. Then, press and hold the L button, select the amiibo icon in the Tool Wheel, and tap your amiibo on the NFC Touchpoint of your controller.

Just got it from a chest for free in the Akkala Depths area. Had to tunnel through three areas of stone and fight a weird hand monster, which died on its own in the end by sitting next to my brightbud.
