In the Depths, go to the Abandoned Kara Kara Mine. Once you reach the Abandoned Kara Kara Mine, there is a chest at the center of the ruin where you can obtain the Miner's Mask.

You can rebuy the Miner's Mask from Cece in Hateno Village for 4000 Rupees after obtaining the armor beforehand in the game.
You must complete The Mayoral Election Side Adventure first before you can access Cece's shop, the Ventest Clothing Store.

Equipping the Miner's Mask will grant you the effect: Glow.
It is a part of the Miner Set, and wearing the whole set grants the Shining Steps Set Bonus.
