To find the Vah Naboris Divine Helm, go to the West Gerudo Underground Ruins. To get there, fast travel to Kudanisar Shrine and go to the west of the map, specifically at -4681, -1959, 0029 where a rib-like structure is located.
Underneath the skeleton is a crack and breakable rocks. Destroy it with a Bomb Flower or a strong weapon to destroy the hole.
Deep inside the ruins, you will find many breakable walls that can easily confuse players. Follow the statues with swords that point towards the correct direction.
After breaking many rocks and following the statues' directions, you'll eventually get to the chest's location. Open the chest to receive the armor.
This armor is tied to Treasure of the Gerudo Desert side quest which you can get by talking to Riju after finishing the Riju of Gerudo Town Main Quest.

The Vah Naboris Divine Helm can also be obtained by scanning the Urbosa (Breath of the WIld) amiibo! This lets you get this piece of armor right away instead of having to find it in the game itself.
Scan an amiibo by making sure amiibo scanning is enabled in the Options Menu. Then, press and hold the L button, select the amiibo icon in the Tool Wheel, and tap your amiibo on the NFC Touchpoint of your controller.

You can rebuy the Vah Naboris Divine Helm from Cece in Hateno Village for 4000 Rupees after obtaining the armor beforehand in the game.
You must complete The Mayoral Election Side Adventure first before you can access Cece's shop, the Ventest Clothing Store.

If you do not have an Amiibo, this helm can also be found as the reward of the "Treasure of the Gerudo Desert" sidequest bestowed to you by Riju after clearing the Lightning Temple when talking to her while she's on the throne in Gerudo Town.
