At the Lookout Landing Skyview Tower, use the launchpad and glide northwest, towards the tower bridge on Hyrule Castle.

Once you are at the bridge, enter the tower to your right and jump down the hole to reach Princess Zelda's Room. Look to your left and open the chest behind the changing screen to obtain the Royal Guard Cap.

You can rebuy the Royal Guard Cap from Cece in Hateno Village for 4000 Rupees after obtaining the armor beforehand in the game.
You must complete The Mayoral Election Side Adventure first before you can access Cece's shop, the Ventest Clothing Store.
