Catching Thundurus is one of three prerequisites for finishing the Incarnate Forces of Hisui post-game Request. This request is only available after finishing Mission 26: Seeking the Remaining Plates and speaking to Cogita.
Seeking the Remaining Plates Mission Guide
After getting all the plates, you'll need to battle Volo at the Temple of Sinnoh. It's going to be a series of continuous battles so don't forget to save beforehand.
After completing the mission and defeating Volo, head back to the Galaxy Headquarters to receive another request from Cogita.

Steps to Encounter Thundurus at Sand's Reach | |
---|---|
1 | Accept Request 94: Incarnate Forces of Hisui. |
2 | Go to Sand's Reach when the weather conditions are a thunderstorm. This will allow Thundurus to spawn. You can rest at the camp, alternating between Morning and Night to try and trigger a thunderstorm. |
3 | To find Thundurus, fly over the area until you find two large pillars over the ocean. Hover past this are a until you see a tornado. |
4 | Once you have found Thundurus, use a Stealth Spray to get within throwing distance. |
5 | Thundurus has a tornado barrier which must be destroyed before it can be captured. Try to acquire plenty of Ball of Mud or Spoiled Apricorn to throw at Thundurus to get rid of its barrier. |
6 | Keep throwing Spoiled Apricorns or Balls of Mud at Thundurus when its barrier is down to stun it. When you're in range, make a Back Strike with your Pokemon to begin the battle. |
7 | Lower its health until its HP gauge turns yellow and throw an Ultra Ball at it. Repeat the steps above if necessary. |
8 | No need to worry if you accidentally kill it. Just return to Jubilife Village and head back to Sand's Reach again to respawn Thundurus. |
