Evolving Petilil into a Hisuian Lilligant can be done by buying a Sun Stone from the Trading Post and using it on the Petilil.

The Sun Stone is available at the Jublife Village's Trading Post at the price of 1000 Merit Points each. Save up Merit Points by collecting Satchels in the different maps of the game.
