Pikachu can appear at the northeastern area of Nature's Pantry in Obsidian Fieldlands, near the cliff overlooking the river.
If Pikachu doesn't appear, you can explore the area for a bit and come back or head back to Jubilife Village and return to Obsidian Fieldlands until it spawns.

Most of Pikachu's Electric-type moves are special attacks, so it is recommended to use a Pikachu with a Nature that boosts its Special Attack stat.

As an alternative, you can also use a Pikachu with a Nature that boosts its Speed stat, which helps it attack more frequently in the turn order. Do take note that since its Special Attack stat does not receive boosts, its attacks will be weaker.

Without being spotted, catch four. If you haven't caught both a male and a female in those three, defeat one.
As you progress through the story, the number of Research Points you still need for each Pokemon will undoubtedly change, but following the process above and skipping unneeded steps will work for achieving the goal.
