you definitely dont need to have unlocked the swamp, you dont even need to have unlocked the second base camp in the first area. They just have a pretty low spawn chance, I think only spawn during the day and if it isnt raining. I might be wrong but I think only 1 spawns at a time too, unless I just had super bad luck. If youre farming around horseshoe like I am, make sure youre returning to camp and resting until the next morning to reset and not just for a little while
IDK if this is only my thing, but I have noticed that eevee shows up only after you open location with swamps. I spent couple of game days hiding around the horse fields, and did not find even one. But after I have opened swamps eevee was standing there in the middle and waited for me)
