It may take a few tries to capture the Pokemon, so be sure to gather lots of Apricons and Sky Tumblestones to create about 20 Feather Balls before proceeding! You may also need to bring extra Poke Balls just in case.
Once you're at the cliffside across Obsidian Falls, you may encounter a few Geodudes along the way. They shouldn't be a problem if you can avoid them by taking the edge of the cliff towards the outlook.
Adjust your position until your crosshair is positioned within their path. You may need to take some time to adjust and maybe test the distance with a Poke Ball or two, especially as Gyarados may be a bit hard to see at certain times of day.
Just note that a Feather Ball has better height and reach than a regular Poke Ball, making it suited for this kind of encounter.
Once you're in your spot, remain there even was you throw your Feather Balls. The Pokemon may escape multiple times, roar, and then continue to fly. This is what you want to take advantage of.
Keep aiming at the same spot by holding ZR so that if they do escape, you can release itimmediately to throw another one. You'll catch them mid-roar, unable to move out of the way. Just keep repeating until you have your Flying Gyarados!
If you're looking to spawn another one there are three ways to do so: Waiting, Resting, and Leaving the Area to return to Jubilife Village. Often, the first few time you catch Gyarados, another will take it's place in a few moments.
In the event that the spawn is not immediate, you can head towards the nearest camp to rest and change the day, pasing time till Gyarados returns. Alternatively, you can head back to Jubilife to completely reset the area and return to the spot!
