Evolving Scyther into Scizor can be done by buying a Metal Coat from the Trading Post and using it to Scyther.

The Metal Coat is available at the Jublife Village's Trading Post at the price of 1000 Merit Points each. Save up Merit Points by collecting Satchels in the different maps of the game.
