Players are confirmed to have lost existing Glyph levels after the release of Patch 1.2.3 for Diablo 4 (D4). Read on to learn more about the bug that shows nerfs for existing Glyph levels, increased XP level requirements, as well as how to fix the bug for your account.

On the December 8 Hotfix by Blizzard, the Glyphs that has been negatively affected by the bug has already been reverted to their original levels. Glyphs that has been leveled up from the start until their higher levels are not reverted to their levels so only Glyphs that has been affected negatively has been restored to their former strengths.
The devs have released a hotfix to revert affected glyph levels back to their old values. To get your glyph levels back, close your game and update to the latest hotfix to revert the glyphs to their old values.
Note: This fix also reverts the Glyph XP requirements back to their old values. Required XP to level up a Glyph will no longer follow the increased values shown before this hotfix was shipped.

A bug in Patch 1.2.3 is confirmed to have reduced the levels of all leveled Paragon Glyphs by 1-2 Levels in Diablo 4. Naturally, this required players to re-farm Glyph XP to hit significant XP thresholds like Levels 15 and 21.
Players looking to challenge the Abattoir of Zir would do well to check on their equipped Glyphs via the Paragon Board menu since they will not be running their builds at their pre-Patch 1.2.3 potential.
Note: Players who had Level 15 Glyphs pre-Patch 1.2.3 should check their current setup since a level reduction back to Level 14 will reduce the affected Glyph's radius size in your Paragon Board.

Much like the nerfs to lowered Glyph levels, the XP requirements to level up your Glyphs were also increased by this Patch 1.2.3 bug. For example, it cost 222 XP to level a Glyph from 14 to 15 before they shipped out the hotfix.

The Diablo 4 developers confirmed over on the Blizzard Forums that they were aware of the bug that displays lowered glyph levels after Patch 1.2.3 shipped. At the time of writing, this bug has been fixed and affected glyphs have been reverted back to their previous levels, pre-Patch 1.2.3.
