This build combines three essential Uniques – Banished Lord's Talisman, Rod of Kepeleke, and Ring of the Midnight Sun – to proc Overpower Critical Strikes on every attack. The “Orange Quill” name comes from the Orange Damage Numbers which indicate Overpower Critical Strikes.
Ring of the Midnight Sun has the effect of restoring up to 50% of Vigor when you Critical Strike, while Rod of Kepeleke's effect drains all Vigor when Vigor is full to proc a guaranteed Critical Strike. So, if Vigor is always full, you'll always crit. As such, pairing enough Resource Generation with Ring of the Midnight Sun will allow for Critical Strikes on every attack.
Banished Lord's Talisman takes it even further, as its effect allows for Overpower to proc each time 275 resource (in this case Vigor) is spent. As long as Vigor is always full, Rod of Kepeleke drains all Vigor with every attack, so if you have 275 Maximum Resource, you'll Overpower with every attack.
This is the main hurdle to creating the build, as stacking 275 Maximum Resource is no easy task, and the build will not function without this setup. It's best to view this build as a long-term goal to push Torment 4 content, instead of trying to jump right into it in the early endgame.

Jaguar is the optimal Primary Spirit to maximize your damage output. If you find the defenses to be lacking, it's possible to run Gorilla as the Primary Spirit and Jaguar as the Secondary Spirit instead without significant demerits to the build.

As mentioned previously, Banished Lord's Talisman, Rod of Kepeleke, and Ring of Midnight Sun are the essentials; from there, as long as you reach 275 Maximum Resource, the build will be online. Tyrael's Might allows you to hit the cap for Armor and Resistances, but Yen's Blessing can fulfill a similar role in a pinch.

For gems, it's best to slot in Amethyst to improve Barrier Generation and maintain the build's defenses. For Weapons, we'll use a Runeword so no Gem is needed.
Skulls can be replaced with Diamonds if you are low on Resistances.

The best runewords for the Orange Quill build are Poc + Que to consistantly grant yourself a barrier for more survivability, and Xol + Xal which boosts your Maximum Life by 20% every time Que procs; as this build relies on Overpower, the boost to Maximum Life will be a huge damage buff.

The best mercenary for the Orange Quill Build is Raheir, who gives 5% Fortify (buffing your Overpower damage) with Shield Charge, boosts your Armor by 15% with Raheir's Guard, and grants Damage Reduction and increases damage to enemies with Provoke and Mocking Lure.
For the Reinforcement, Varyana is the best pick as she can use Bloodthirst to boost your Attack Speed by 10%.

Prioritize leveling up the Menagerist Glyph on the Sapping board to increase Maximum Resource enough to hit the 275 threshold.
For Nodes, prioritize Maximum Life as this will directly contribute to your Overpower damage. Otherwise, prioritize boosts to Attack Speed, Critical Strike Damage, and Barrier Generation.

The Orange Quill Build is fairly undemanding for players, who will just need to make sure that they keep Ravager up continuously as it will produce some of the Vigor restoration needed to ensure Rod of Kepeleke procs every time.
Other than that, simply spam Quill Volley and use the other skills as necessary for movement, defenses, and healing.
