The best way to get Fleeting Horde Compasses is through the Viz Jaq'taar Veneration rewards. In the early levels of the reputation system, players can obtain a number of Inferal Caches that are guaranteed to drop Fleeting Horde Compasses.

Fleeting Hordes Compasses and Infernal Hordes Compasses are a guaranteed drop from the Infernal Compass Chaos Rift. Players will need to successfully close the rift in order to receive the rewards.
Possible Drop from Helltide Chests
Compasses for the Fleeting Hordes can also drop from Helltide Chests. However, based on our team's experience, actively farming Fleeting Hordes Compasses through this method is not very efficient as they rarely drop.
How to Use Fleeting Hordes Compasses
Opens the Fleeting Hordes
To access the Fleeting Hordes, simply go to the key tab on your inventory and choose the Fleeting Hordes Compass. This activity is best suited for leveling and gearing as its chests rewards players with Legendaries, and multiple elites spawn in.
Only Usable in Pre-Torment Difficulties
Fleeting Hordes Compasses can only be used in Pre-Torment Difficulties as Torment difficulties only accept Infernal Hordes Compasses to access the activity.
