Awaken an Oraclar Rune that Pulls In all surrounding enemies. A torrent of stars follow that randomly strike the area 20 times for 15,662 each.
At Rank 10: Stars periodically fall around you and are guranteed to crash around a Neaaby enemy for the same damage. |

Catalysts, such as Celestial Surge, are the foundation of each Horadric Spell which gives it the primary function. You can customize its effect using Infusions and Arcana.
This spell's effect can be further improved by upgrading it from the Horadric Spellcraft menu.

Clestial Surge blinks you to the center of its Oracular Rune when it forms and grants Unhindered. |
 Nightmare Orb |
Celestial Surge stars Fear unaffected enemies. After the Fear ends, there is a 50% chance for another star to fall. |
 Frigid Heart |
The Oracular Rune from Celestial Surge explodes and Freeze enemies. A second one forms after the star strikes end. |
 Pressurized Steam |
Celestial Surge stars have a 25% chance to Stun and are guaranteed to Critically Strike Stunned enemies. |
 Bloody Charm |
The Oracular Rune from Celestial Surge Executes non-Boss enemies. Successful Executions reduce your Cooldowns by 2 seconds. |
Aside from Infusions and Arcana spells, you can farther customize Celestial Surge by using Legendary Arcana to give it more effects. You can obtain these Legendary Arcana as random rewards from Horadric Strongrooms after reaching Tier 6 in the Horadric Knowledge reputation system.

Obtain the Celestial Surge spellcraft by claiming the first tier of rewards from the Horadric Focus by progressing through the Season 9 Seasonal Questline.

Upgrade From the Horadric Spellcraft Menu
Celestial Surge can be further improved by upgrading it up to Rank 20. You can upgrade Horadric Spells by selecting them on the Horadric Spellcraft Menu and pressing the Upgrade Power button.
