Boss Powers are divided into two abilities which are its main effect and the supporting modifiers it can apply to your main boss power. This tier list aims to list down the best main powers as well as the best modifiers.
S Tier Explanation
Belial's Eye Beam Power

Effect: After you drink a Healing Potion, gain 75% Damage Reduction for 2 seconds and summon eye beams that Corrupt enemies for XX damage over 3.5 seconds. Then, your Healing Potion becomes disabled for 5 seconds. You may drink your Healing Potion while at full Life. Modifier: Activating your Main Boss Power grants unbreakable Stealth for 2 seconds. You deal XX increased Overpower Damage while Stealthed. |
Belial's Eye Beam is almost another core skill you can activate thanks to its activation nature. Its damage scaling is also high for the measly price of a potion activation which makes it an extremely strong Boss Power, especially in DoT builds.
Harbinger of Hatred's Volley Power

Effect: After damaging a Vulnerable enemy, shoot piercing projectiles that last 1.3 seconds, dealing XX Fire damage and applying Vulnerable. Deals XX increased damage to Vulnerable enemies. Modifier: Casting a Basic Skill while at Maximum Resource spends it all to make all Nearby enemies Vulnerable. Activating your Main Boss Power grants XX increased Vulnerable Damage for 5 seconds. |
Vulnerable effect can be applied by every class and Harbinger of Hatred's power allows you to further maximize vulnerability's effect. It's extremely effective against elites and bosses due to their higher HP nature which makes vulnerable damage and the power's repeated application very effective with dealing damage.
Wandering Death's Chest Beam Power

Effect: While Channeling a Skill, spawn a beam that deals XX Frostbite damage per second. Enemies hit take XX increased damage from you for 1 second. Modifier: Your Main Boss Power instantly Executes Non-Boss enemies hit with less than 35% Life. When you Execute enemies you gain 25 Primary Resource. |
This is the sole reason that most channeling build can work at the highest tiers in season 8. This is a free DPS multiplier to your already channeled abilities making it a staple in any builds that has a channeling skill built into their kit.
Andariel's Flaming Skull Modifier

Effect: After standing still for 1 second, summon a skull for 4 seconds that rotates around you and breathes fire that Burns enemies for XX damage over 3 seconds. Modifier: Burning Enemies take XX more damage from your Damage over Time effects. For 5 seconds after activating your Main Boss Power, all your other attacks Burn enemies for XX damage over 3 seconds. |
This modifier straight up pumps any DoT build's DPS as long as they're capable of applying burn to enemies. It's almost a mandatory DoT modifier to any build that can fill the said application condition.

A passive way to obtain unbreakable invisibility already makes it a strong modifier choice. On top of being an Overpower damage boost and it easily is one of the best modifiers to use for a lot of builds.

Effect: Casting a Basic Skill applies XX Sparking damage over 4 seconds to enemies it hits. Modifier: Gain 5% Movement Speed, increased by 0.5% for each 1% Cooldown Reduction you have, up to a maximum of XX. |
An easy source of movement speed that can quickly be leveled up for further movement speed bonuses if needed.
Hatred's Embrace's Haste Modifier

Effect: Casting a Shadow or Fire Skill grants XX% increased Movement Speed for 3 seconds, up to XX. Modifier: Gain XX Critical Strike Chance, increased by XX for each 1% Shadow Resistance from bonuses you have, up to a maximum of XX. |
Critical Strike Chance will always be one of the most valuable stats thanks to its multiplicative nature and this Modifier allows you to nearly cap out your critical strike chance alone.
Tier List Criteria
Boss Powers That Are Generally Good Are Placed the Highest
Certain Boss Powers are simply much better than most Boss Powers and can be put in almost any tbuild. These Powers are placed at the top of the tier list as they can make any build better with them added into it.
Powers that Can be Build Defining Are Placed in A Tier
A tier powers are Boss Powers that can become build defining if a build is focused on empowering the said power or the power filling in the gap of the chosen build. However, if these powers are used on other builds, their effects can quickly become lackluster and is thus placed in the mid-tier.
B Tier Powers Require Heavy Investment to Work
Most of the B Tier Powers are powers that can't be used easily unless builds are hyper optimized to make these powers work. They are often hard to build around and even if they can be added to your setup, are still overshadowed by other options.
