Governing and Tuning Stones are leveled up using duplicate copies of each stone in Diablo 4 (D4) Season 3. Read on to learn how level your Governing and Tuning Stones, the required XP for each rank, as well as how to get duplicate stones during the Season.
List of Contents

To level up your existing Governing Stones and Tuning Stones, you will first need to obtain duplicates in order to fuel the upgrade process.
Duplicate stones can be obtained by participating in Seasonal Events (Arcane Tremors and Vaults), progressing the Seasonal Questline, or completing different chapters of the Seasonal Journey.

Once you're rewarded with duplicate Seneschal Stones (Governing or Tuning), all you need to do is pick them up. On pickup, each duplicate will grant you 10 XP Dusk Support for the related stone.
All Governing Stones and Tuning Stones have a max Rank of 10 regardless of whether they're Rare, Legendary, or Unique in quality.

At the time of writing, Seneschal Stones require 30 XP per Rank up (3 duplicates) all the way to Rank 10. This means that in order to max out a Governing or Tuning Stone, you will need a total of 27 duplicates per stone.

One very efficient method of farming Governing and Tuning Stones is participating in the new Arcane Tremor world event of Season 3. Defeat Heralds of Malphas to earn bonus Seneschal Stones as well as special caches that give you an assortment of Governing and Tuning Stones once opened.
Arcane Tremor Locations and Rewards

Once you hit Level 20, you will unlock the Jeweler NPC. In Season of the Construct, this NPC gets an additional function called Construct Item Crafting which allows you to craft Seneschal Stone Caches that contain a random stone when opened.

The Seasonal Journey and Seasonal Questline will reward you Seneschal Stones as you progress them. The Seasonal Questline will give them to you as quest rewards while the Seasonal Journey gives you Seasonal Journey Caches that contain an assortment of stones when opened.

Vaults are another new seasonal feature that rewards you with Seneschal Stones once you complete the dungeon. However, the amount of rewards will depend on the number of Zoltun's Warding you have when seeking to open Wardwoven Chests at the end of the Vault.
