What is Chilled?

Slowing Debuff

Chilled is a debuff used primarily by Rogues and Sorcerers to reduce enemy movement speed. Repeatedly chilled will become Frozen.

Are Frozen Enemies Chilled?

Frozen enemies are considered to be Chilled. This was actually confirmed directly in a tweet by Joe Piepiora, associate game director on Diablo 4.

Cold ImbuementCold Imbuement Imbue your weapons with frigid energies. Your next 2 Imbueable Skills deal Cold damage and Chill enemies for XX% per hit.
Frigid FinesseFrigid Finesse You deal XX% increased damage to Chilled enemies. This bonus increases to YY% against Frozen enemies.
Chilling WeightChilling Weight Chilled enemies have their Movement Speed further reduced by up to XX%.

Sorcerer Skills

Skill Effect
Frost BoltFrost Bolt Throw a bolt of frost at an enemy, dealing XX damage and Chilling them for 15%.
Frozen OrbFrozen Orb Unleash an orb that Chills for 34% and expels piercing shards, dealing a total of 50% damage. Upon expiration, Frozen Orb explodes, dealing 52% Shard damage and Chilling enemies for 9%.
BlizzardBlizzard Call forth a frigid blizzard that deals XX% Frostbite damage and continually Chills enemies for 18% over 8 seconds.
Snap FreezeSnap Freeze While you have a Barrier active, you apply XX% more Chill.
InfernoInferno Encase yourself in ice and become Immune for 4 seconds, Chilling surrounding enemies for 14% and continuously dealing damage to them. When Deep Freeze ends, you explode for 183% more damage.
Icy TouchIcy Touch You deal XX% increased damage to Chilled enemies, and YY% increased damage to Frozen enemies.

Icy AlchemistIcy Alchemist's Aspect Lucky Hit: Shadow Imbued Skill have up to a 75% chance to release an explosion that deals 0.3-0.48 Cold damage to the target and surrounding enemies, Chilling them for 25%.
If they were already Chilled or Frozen, increase this damage by x100%.
Aspect of Noxious Ice ImageAspect of Noxious Ice Chilled enemies Poisoned by Poison Imbuement will be further Chilled for 20% per second.
You deal 20 - 35% additional Poison damage to Frozen enemies.
Snap Frozen Aspect ImageSnap Frozen Aspect Each Chilled or Frozen enemy you Evade through grants you a Barrier that absorbs XX damage for 5 seconds, absorbing up to a maximum of YY damage.
Coldclip Aspect ImageColdclip Aspect Your Basic skills are always Cold Imbued.
Increase damage to Chilled and Frozen targets by 5 - 20%.
Aspect of Splintering Shards ImageAspect of Splintering Shards Lucky Hit: Up to a 100% chance when hitting or killing a Frozen enemy to create an ice splinter that fires away from them dealing (25%-50% of Weapon Damage) Cold damage and Chilling for 20-30%.

Your Ice Spikes Chill enemies for an extra 15%.
Shivering Aspect  ImageShivering Aspect Enemies take up to 35-55% increased damage based on how much they are Chilled or Staggering. You apply 15% more Chill.
