Infernal Hordes Compasses and Fleeting Hordes Compasses are a guaranteed drop from the Infernal Compass Chaos Rift. Players will need to successfully close the rift in order to receive the rewards.
The second best method to farm the Infernal Compass is by participating in Helltide and opening the Tortured Gifts. Although it is not guaranteed, there is a high chance to get one when opening Tortured Gifts using Aberrant Cinders.

The best way to farm an Infernal Compass is by running and completing Nightmare Dungeons in Torment difficulty. Even though it is not a guaranteed drop, the chances are pretty high, and you can get up to two at the end of the dungeon.

While participating in Helltide, you can also complete the Tree of Whispers to obtain the Reward Caches, which can also drop Infernal Hordes Compasses. Make sure that you complete the Whispers quests inside the Helltide to efficiently farm Infernal Compasses.
