Talking to Taissa to complete the quest Swamp Hospitality will automatically unlock the Witch of the Wastes quest.

Witch of the Wastes Quest Walkthrough

Objective

Find Valtha in the Cinder Wastes
From the Ruined Tower, head northeast to the Cinder Wastes to find Valtha's Hovel.

Search Valtha's Hovel for Purified Quicksilver
Enter Valtha's Hovel and interact with the Manifesto to progress the quest.

Speak with Valtha
Head outside and talk to Valtha.

Slay Valtha
After talking to Valtha, battle and defeat her.

Bring Donan the Purified Quicksilver
With the Vial of Purified Quicksilver in your inventory, bring it back to the Ruined Tower. Do not Teleport via Waypoint to avoid the quest bug!

Place the vial of Purified Quicksilver on the table
Upon reaching the Ruined Tower, place the vial on the table in front of Taissa.

Speak with Taissa
After placing the vial, talk to Taissa to finish the quest.

Witch of the Wastes Bug

Teleporting to a Waypoint will Drop the Vial

Teleporting to a nearby Waypoint somehow causes the Vial of Purified Quicksilver to be dropped from the player's inventory, causing a much larger problem where players must challenge and defeat Valtha again.

To prevent this, either walk or ride a mount back to the Ruined Tower to finish the quest.

Thank you very much. I found out, you can go back to the spot and the vial will still be there. I didn't try using my return portal, so don't know if it would be there if you used that.
