There are no set method to obtain Shadow Augments - Decay. To obtain Manuals, you have to venture out and defeat enemies naturally and aim for a Manual drop.
Rare Manuals will come naturally as you play along and slay enemies but they have a higher chance of dropping from Elites. Helltides will be populated by elites especially as your threat level goes higher which is an ideal place to hunt for said Manuals.
Legendary Manuals are rare and can primarily be obtained by using a Baneful Heart and then summoning the Blood Maiden during a Helltide.
