Anonymous almost 2 yearsAbsolutely drops from Duriel on all characters. I have gotten over 100 from him (close to perfect with 4 of the 5 random mods perfect). I had 1 drop in Season 2 randomly in a Helltide as well, which shows the relatively low drop rate outside of Duriel.
