Ask around Under the Fat Goose Inn about the slain merchant
Head to Under the Fat Goose Inn and talk to Torben. Under the Fat Goose Inn is located in the Highland Wilds.

Search for the missing merchants
The missing Slain Merchant can be found in the Highland Wilds. Interact with with it to take the Worn Insignia.

Show Torben the Worn Insignia
Return to Under the Fat Goose Inn and show Torben the Worn Insignia to finish the quest.

Finishing the Claws at the Throat side quest automatically unlocks the next quest, Pyre of Ash.
