To begin the quest, interact with the Torn Note in Abahru Canyon of Tusmaa Rift.

Reject Lilith at her secret shine
Head north to the area marked blue on the map. The destination is just outside the Dark Ravine Dungeon.

Outside the entrance to the Dark Ravine, there's a summoning circle. Here, equip the No emote to your Emote Wheel by pressing E on keyboard then Customize.

In order to reject Lilith, perform the No emote while in the area of her shrine. Afterward, the Heretic's Cache will appear.
