Check out the weapon vendors Herold and Sophia at the Black Market in Dogtown to buy the newly added weapons in Phantom Liberty DLC.
New Mods and Attachments were also added in the Phantom Liberty DLC and can be found while exploring around Dogtown.

Iconic and Legendary weapons now can reach up to 5++ tier via the Airdrop Missions. These are high risk, high reward missions so take them up for a challenge and for the rewards!
These are the changes made for the additional Weapon Effects in Cyberpunk 2077: Phantom Liberty DLC.
Hemorrhaging drains enemy health and regenerates the player's health in turn. Weapons like Nehan causes this as an additional weapon effect.
