The Relic of the Unforgiven cosmetic can be acquired by purchasing the Penitent Dragoon Bundle with 1600 Platinum from the shop. Platinum is the game's currency that players can exchange for with real money.
The bundle includes several other cosmetics, and they cannot be purchased individually.
You can equip Relic of the Unforgiven and other mount cosmetics by visiting the Stable at the nearest city or settlement and equipping them in their respective tabs.
