You need to pick up the Forgotten Crossbow that drops randomly from Slain Villager Corpses in the Rotspill Delta of Hawezar to start its quest.
The Forgotten Crossbow can only be looted from Slain Villager Corpses after finishing the Dead to Rights sidequest in Hawezar.

Hmm like Zandri I got mine in the Forsaken Coast. Tried for a long time to find it in Rotspill and didn't take long to get it in the Forsaken Coast.

I actually found this Forgotten Crossbow actually in the Rotspill Delta near Forsaken Coast though. Between Game8 and Mapgenie finally getting through Diablo 4. Several Find items both were spot on with the locations. I have suggested edits at MapGenie from locations that Game8 has given the correct one. Mapgenie has also given correct locations for some side quests that Game8 had it wrong, and have explained in the comments with images to back it up.
