You can only obtain Kingsport Ale from chests after completing the Bait the Trap side quest in Hawezar first.

Drink to the Past Walkthrough

1	Obtain Kingsport Ale Obtain Kingsport Ale by searching chests within Rotspill Delta to start the quest.
2	Bring the Kingsport Ale to Lyndon Head to Backwater and give Lyndon the Kingsport Ale to finish the quest.
