You need to pick up the Bag of Old Coins that drops randomly from Chests, Corpses, or Loose Stones in the Untamed Scarps of Dry Steppes to start its quest.

Finish Culling of Flesh First

The Bag of Old Coins can only be obtained in the Untamed Scarps after finishing Culling of Flesh and the other side quests in the Untamed Scarps.
