Is There a Third Person Setting?
Unfortunately, no. The game is locked in at using the first person perspective when playing and there is no way to change this unless you use mods. Hopefully, though, the developers will add the option to switch camera views in the future.
Third Person View When Driving
Although the game is in first person perspective, you can switch the camera view to third person when driving. You can do this by hitting the Right button on consoles or Q on PC. This gives you a better view of the road, especially if you're used to third person driving.
