Tier 2 ・Deafens the target, reducing their ability to detect enemy sounds.
Tier 3 ・Prevents the target from communicating with their allies about your activity.
Tier 4 ・Excludes the target from their allies' audio and visual perception systems, causing them to be completely ignored.
Tier 5 ・Passive While Equipped: enemies under the effects of any quickhack are cut off from the local network

I have it. Since it's a recent acquisition, I believe I received it here on the grounds of the factory or its upper two levels where they are keeping the kidnapped Evelyn Parker, if that narrows it down.
