The Cold Blood perk has been removed as of Update 2.0. The 2.0 update featured a massive perks overhaul that removed, rebalanced, or completely changed every old perk from the 1.6 Edgerunners Update and Base Game.

Cold Blood gives players one stack of the Cold Blood buff for each kill made. A stack lasts for 10 seconds at perk level 1, maxing out at 3 stacks once Cold Blood reaches level 3.
The Cold Blood buff gives players different boosts depending on which perks under the Cold Blood Skill Tree are unlocked. Some reduce weapon recoil, some provide armor for each stack of the Cold Blood buff, while others increase healing both inside and outside of combat.
Unlike other specialized passive perks, Cold Blood can synergize with different character builds due to the amount of buffs players can pick and choose from.

For those intending to use the Cold Blood perk tree, majority of the benefits there will not be felt unless you unlock this perk. Upgrade this as soon as you can and if you can upgrade it to the max level, it would be really helpful.
