You can acquire legendary variants of most Maelstrom clothing from the corpse of the named enemy in the Watson Gig "Hippocratic Oath". This includes the Makeshift Maelstrom Gas Mask. Note that legendary clothing won't drop at low levels. They didn't start dropping consistently for me until level 38. Create a save before entering the clinic as the gas mask drop rate is low.
