Good build, but swap out the memory wipe quickhack for sonic shock instead. You'll thank me.

This 2.0 build is not right all perks are from old updates not 2.0.

Should I max level every perk that has 3 levels? Or are the required points not enough?

You attribute points are +1 off. You have a 72 point spread, and there is a limit of 71. I tried to make it work, but maybe I'm missing something.

The only way to get some of the most strongest weapons and items in the game are through crafting. I understand that it might be less useful for netrunners, but crafting cannot be dismissed outright.

Actually Cool does synergize a lot with Intelligence because the stealth skills boost "Damage over Time" and especially boost Poison DMG - which synergizes well with Overheat and Short Circuit which are DoT's and especially well with contagion, which deals poison dmg. There is very, very little connection with Tech, unless you play the netrunner as Ping/TEch-Sniper. Then it works well.

Agreed there is no connection between Intelligence and Tech except maybe for plot. But the same argument can be made for Cool. There a lot more connections between Intelligence and Cool perk trees than Intelligence and Tech.

Strongly advise AGAINST tech for a netrunner (And in general). Tech has nothing to do with crafting quickhacks because you can craft them with Intelligence perks. Tech is also kind of the least useful stat because crafting isn't really worth it. Intelligence and Cool are a much better attribute combo for hackers.
