The side quest Brother's Keeper is unlocked upon your first time visiting Upper Hogsfield.

Speak with Dorothy Sprottle.
Dorothy Sprottle is located in her garden, just a bit north of the Upper Hogsfield Floo Flame fast travel point. Ask her about Bardolph Beaumont.
1a Note: If you're also in the middle of completing the side quest A Friend in Deed, the dialogue choice for that quest is the Sirona Ryan option.

Discover what happened to Bardolph Beaumont.
Fast travel to the North Ford Bog Entrance Floo Flame, then head east towards the den. You'll encounter a camp of Inferi, including Bardolph Beaumont's Corpse. Weaken it with Ancient Magic Throw.

Report back to Claire Beaumont.
Head back to Upper Hogsfield but talk to Claire Beaumont instead. She's at her stall north of the Floo Flame.

Choice Result
I'm afraid he's dead. You tell Claire that Bardolph turned into an Inferius and that you had to kill him.
He's decided to pursue a new life. You tell Claire that Bardolph joined the Ashwinders.

Claire is heartbroken over both dialogue options and even has the exact same final line: "What more could I have done? Oh, Bardolph."
