Mum's the Word is part of Natsai Onai's relationship questline. To unlock Mum's the Word, you need to complete the preceding quest The Lost Child and the main quest Fire and Vice. Afterward, Wait (Skip Time) a couple times for it to unlock

Speak with Natty outside the Divination Classroom.
Natty and Professor Onai are at the top of the stairs from the Divination Classroom Floo Flame fast travel point.

How to Complete the Quest

After talking to Natty, the quest will oddly just end without a Quest Completed screen. Don't worry; you completed the quest and the storyline will continue in A Basis for Blackmail.
