You unlock The Sky is the Limit after completing It's All Gobbledegook and In the Shadow of the Mine, both of which are main quests in the Stop Ranrok and Rookwood task.
Additionally, you'll need to have completed the 2 preceding quests in the Broom Upgrades questline, Flight Test and Sweeping the Competition.

The Coastal Broom Trial's course comes with a lot of altitude shifting and environmental obstacles, so you'll need a good handle on your broom. Toggle your flight speed so you don't go too fast to make tight turns or avoid obstacles.
Additionally, try to hit some of the yellow bubbles to get a speed boost. Don't worry about hitting them all if the next ring is at a different height or if there are obstacles in front of you, since the priority is control.
Make sure to fly through the rings in order to avoid getting a 3-second penalty for every missed ring at the end of the trial.
