Clear Carted Away Side Quest to Unlock Arn
Arn's shop won't be immediately available. You'll first need to aid Arn in the sidequest Carted Away which can be triggered by talking to him.

Arn Opens a Shop Southeast of Lower Hogsfield
To find Arn's shop once you've completed the Carted Away side quest, look along the river heading southward from Hogsfield. Arn's shop will be situated in the area right near the bridge.
What to Do If Silver Arrow Broom Isn't Showing Up
Sometimes, Brooms sold in Wanderer Shops won't appear. If a broom isn't showing up, open the Map and skip time, then check the merchant again if the broom is in stock. It may take skipping several in-game days, but the Broom should appear in the shop eventually.
You can also try finishing Imelda's time trial questline—Flight Test Side Quest Walkthrough, The Sky is the Limit, and Sweeping the Competition—and buying one of Arn's items before skipping time.
