In the Shadow of the Relic is unlocked as part of Sebastian Sallow's Relationship questline. In order to unlock it you'll first need to have completed all of the previous quests as listed above.
Additionally, although not part of the Sebastian questline, you'll also need to complete the main quest The Final Repository, the final quest of the main story.
