It's in the Stars is unlocked as part of Poppy Sweeting's Relationship questline. In order to unlock it you'll first need to have completed all of the previous quests as listed above.
Additionally, although not part of the Poppy questline, you'll also need to complete the main quest In the Shadow of the Mountain first.

| 1 | Poppy and Dorran are north of the Jackdaw's Tomb Floo Flame fast travel point. Fast travel there then use your broom the rest of the way. |
After talking to Dorran, the quest will oddly just end without a Quest Completed screen. Don't worry, you completed the quest and the storyline will continue in A Bird in the Hand.
