How to Unlock All's Well that Ends Bell and Location

During Stop Ranrok and Rookwood Task

You unlock All's Well that Ends Bell after completing It's All Gobbledegook and In the Shadow of the Mine, both of which are main quests in the Stop Ranrok and Rookwood task.

Speak to the Hufflepuff in the Astronomy Wing.
Head down the stairs from the Defence Against the Dark Arts Tower Floo Flame fast travel point. This quest can only be started in the daytime, so Wait in the glowing circle for Evangeline Bardsley to show up.

Find the tower bells.
Head to the Bell Tower by going through the top floor of North Hall. While climbing up the steps of the Bell Tower, you'll find the first bell. Use Wingardium Leviosa to attach it to the other bells up top.

Climbing up 2 more floors, you'll find the other bell to attach on a ledge beside the stairs. Use Wingardium Leviosa to attach it to the other bells below you.

Return to Evangeline.
Evangeline is at the same spot in the Defence Against the Dark Arts Tower. You can fast travel there to get back quicker.

All's Well that Ends Bell Tips and Strategies

Better to Use Wingardium Leviosa

While you can use Levioso and Accio to move around the bells, it's much easier to use Wingardium Leviosa to move the bells around the cramped tower space.
