In the Shadow of Fate is unlocked as part of Sebastian Sallow's Relationship questline. In order to unlock it you'll first need to have completed all of the previous quests as listed above.
In the Shadow of Fate won't unlock immediately after completing In the Shadow of the Relic. You'll have to Wait/Skip Time first before it becomes available in the Undercroft.

| 1a | Ominis will say he intends to turn in Sebastian. Talk to Sebastian after Ominis walks away. |

After talking to Ominis, the quest will (like the previous one-conversation quests) oddly just end without a Quest Completed screen. Again, don't worry; you completed the quest and you'll see the result of your decision in the final quest of Sebastian's questline In the Shadow of Friendship.
If you don't turn Sebastian in: you'll see him in the cutscene after completing the main story and in the final quest of his questline, In the Shadow of Friendship. Sebastian will be remorseful and you'll tell him that it was Rookwood who cursed Anne.
If you choose to turn in Sebastian Sallow: you won't see his character show up anymore (as Ominis quite literally mentions), as he'll be expelled and face trial at the Ministry of Magic.
Additionally, Sebastian won't appear in the cutscene after you complete the main story nor in In the Shadow of Friendship. His role will be replaced with Ominis in both instances.
