How to Get and Learn Imperio
Complete In the Shadow of Time
To unlock Imperio, you'll need to do the In the Shadow of Time Relationship Quest, which is part of Sebastian's questline. You can learn Imperio as part of the quest. Sebastian will present you with an option to learn Imperio, so make sure to say that you want to learn the curse when given the option.

How to Unlock In the Shadow of Time
You can get In the Shadow of Time by completing the previous quests in Sebastian Sallow's questline:

Learn Imperio During or After the Quest
You can learn Imperio during In the Shadow of Time, when Sebastian gives you the choice to learn the curse. You will be given 2 opportunities to learn Imperio during the quest: the first midway through the quest and the second if you choose to side with Sebastian.
If you choose not to learn Imperio during the quest, you can still learn it from Sebastian by talking to him at the Undercroft at any time after completing the quest. However, this will no longer be available if you choose to turn Sebastian in during In the Shadow of Fate.

If you choose not to learn Imperio during the first prompt (or change your mind and decide you want to), there is a second chance to learn the curse if you side with Sebastian over Ominis during the quest. Here are the results of each dialogue option during the choice.

Make Enemies Fight for You
Casting Imperio on an enemy causes them to be under your control, allowing them to fight for you.
Enemies under this spell will have glowing white eyes and a green X-mark when targeted.
